Sightseeing Operations
Special service involving the transportation of passengers assembled into a travel group by the carrier and specifically designed to service some special purpose beyond mere public transportation. Such special service is to be distinguished from service which solely contemplates expeditious service between fixed points on a fixed route according to a predetermined schedule. (FTA1)
