Foreign Flag Air Carrier

 An air carrier other than a US flag air carrier providing international air transportation. Certificated in accordance with Federal Aviation Regulations Part 129. (FAA11)

"Foreign air carrier" is a more inclusive term than "foreign flag air carrier," including those non-U.S. air carriers operating solely within their own domestic boundaries.
