All waterborne commercial movements between points in the United States, Puerto Rico, and the Virgin Islands, excluding traffic with the Panama Canal Zone. Cargo moved for the military in commercial vessels is reported as ordinary commercial cargo; military cargo moved in military vessels is omitted. (TNDOT1)
