Ideally, a vehicle could be classified as a member of a fleet if it is: 1) Operated in mass by a corporation or institution, 2) Operated under unified control, or 3) Used for non-personal activities. However, the definition of a fleet is not consistent throughout the fleet industry. Some companies make a distinction between cars that were bought in bulk: rather than singularly, or whether they are operated in bulk, as well as the minimum number of vehicles that constitute a fleet (i.e. 4 or 10).
