Natural Gas Policy Act
Section 311 Construction, allows an interstate pipeline company to transport gas "on behalf of" any intrastate pipeline or local distribution company. Pipeline companies may expand or construct facilities used solely to enable this transportation service, subject to certain conditions and reporting requirements. (DOE1)
