Defense Conversion
"Defense conversion," as applicable to conversion of U.S. defense activity,
is the transfer of defense production capabilities to non-defense
production, either non-defense industrial products (e.g., pumps and valves)
or consumer goods. The Russians, according to their Defense Conversion
Law, have a broader definition, which includes the possiblity of a plant
maintaining its defense production while expanding its non-defense
production for other purposes, including the generation of hard-currency
exports.
